An Act making changes related to the aid to                                   
families with dependent children program (AFDC);                               
relating to the duties of the Department of Health                             
and Social Services; establishing a workfare pilot                             
project for AFDC recipients; establishing a diversion                          
program for AFDC applicants; directing the                                     
Department of Health and Social Services to seek                               
waivers of applicable federal laws; establishing and                           
relating to the Alaska temporary assistance program                            
and repealing the AFDC and job opportunity and                                 
basic skills programs upon the establishment of                                
federal welfare reform; relating to work activities                            
required under the Alaska temporary assistance                                 
program; authorizing qualified entities to contract                            
with the state to administer all or part of the Alaska                         
temporary assistance program; relating to child                                
support; relating to certain licenses and applications                         
for a license for persons who are not in substantial                           
compliance with orders, judgments, or payment                                  
schedules for child support; relating to an exemption                          
to the State Procurement Code for certain services                             
and contracts under the Alaska temporary assistance                            
program; relating to disclosure of information that                            
relates to the Alaska temporary assistance program;                            
relating to eligibility for day care benefits                                  
administered by the Department of Community and                                
Regional Affairs; amending Rule 90.3(c) and (h)(2),                            
Alaska Rules of Civil Procedure; and providing for                             
an effective date.
